It essentially means, “No damn person is allowed to infiltrate into your heart (No infiltration towards the left…remember the heart lies towards the left) without your permission (without signal)!
Does that make sense now?
Wow! That's as out-of-the-box as it gets! I was thinking along the lines of it indicating the state of affairs regarding illegal immigrants in the country.
